No, Fillmore isn't the state capital.  In 1851, the territorial capital was moved from Salt Lake City to Fillmore because Fillmore was in the middle of the territory. There was even part of a statehouse built, which still stands today. But in 1856 the capital was moved back to Salt Lake City because most of the people lived there!
